How is the bidding process for a typical property sold at a Tax Deed Auction?

If the starting bid is ,000. And the entire debt owed to the government and lender is 0,000. What usually happens? Does the lender immediately bid at 0,000 or ,001?
How might the lender bid for this property?
Is the lender usually the first one to bid on a property? Why or why not?
